The Conference’s Central Research Question
The world is currently witnessing a profound transformation in public administration practices, driven by the digital revolution and the growing reliance on Artificial Intelligence (AI) technologies, which have emerged as major drivers of institutional change in the public sector. AI has become a strategic tool for improving administrative performance, accelerating decision-making, and strengthening public policy evaluation through the analysis of big data and the anticipation of potential outcomes before decisions are implemented.
In the Algerian context, the state seeks to integrate AI into its national digital transformation strategy with a view to improving public service delivery and ensuring efficiency and transparency. However, this process faces a range of interconnected challenges relating to the legislative framework, human resource readiness, data governance and security, as well as technological dependence on foreign countries. These challenges underscore the need to explore ways of deploying such technologies that strike a balance between technological innovation and institutional and legal oversight, without compromising the principles of social justice and digital sovereignty.
From a theoretical perspective, Matias-Pereira (2022) argues that the integration of AI into public administration cannot be undertaken independently of the legal and institutional framework governing digital transformation, given the implications of this process for redefining the relationship between the state and citizens. Similarly, Wuttke, Rauchfleisch, and Jungherr (2025) contend that the expanding use of AI within public institutions raises fundamental concerns regarding human control and democratic accountability, as administrative decisions increasingly result from interactions between humans and algorithms. Wong et al. (2022) emphasize that the success of this transformation depends on participatory governance founded on trust and transparency, alongside the development of the human and institutional capacities required to effectively adopt and integrate new technologies. Vogel (2025) further argues that AI offers a genuine opportunity to enhance transparency and efficiency; however, its effective deployment requires clear policies to protect data and safeguard national digital sovereignty.
Building on these perspectives, the central research question of the conference is as follows:
How can Algerian public administration harness artificial intelligence as a tool for comprehensive digital transformation while preserving the principles of justice, transparency, and digital sovereignty?
This conference seeks to analyze the conceptual and legal framework governing the integration of AI into Algerian public administration, examine leading international experiences, and assess the opportunities and challenges associated with its use in improving public sector performance, combating corruption, and strengthening accountability and good governance. It also aims to formulate a national strategic vision that positions AI as a key driver of sustainable digital transformation within the framework of public policies toward 2030.
Conference Objectives
This conference aims to analyze and anticipate the various dimensions of AI deployment in the modernization of Algerian public administration. Its specific objectives can be summarized as follows:
– To identify the conceptual, legal, and institutional framework for integrating artificial intelligence into the digital transformation process of Algerian public administration, and to clarify its place within national e-governance strategies.
– To analyze the role of artificial intelligence in improving the quality of public services by simplifying administrative procedures, reducing processing times, and enhancing citizens’ satisfaction.
– To examine the contribution of artificial intelligence to supporting administrative decision-making, particularly in the areas of planning, forecasting, and data-driven public policy evaluation based on big data.
– To explore the potential of artificial intelligence to enhance transparency and combat corruption through digital monitoring mechanisms and the analysis of public-sector data, within a framework of accountability and good governance.
– To analyze artificial intelligence as a tool for strengthening national digital sovereignty and reducing technological dependence on foreign providers by encouraging local innovation and developing domestic software solutions for public services.
– To examine best practices and comparative international experiences in the deployment of artificial intelligence in public administration, and to draw lessons that can be adapted to the specificities of the Algerian context.
